Thanks for all the help. I was just a bit confused because I have only been receiving one set of drawings. This is not a problem when they are in electronic format, but I am unable to duplicate paper in that size, not to mention many are copyrighted.
I have mostly been dealing with local engineers and none have argued when a second set was requested. What got me thinking was when I received only one copy from a much larger design firm for a big job. I am sure this firm deals with many different municipalities. I was beginning to think I was wrong. Pennsylvania didn't adopt chapter 1 of the IBC. They replaced it with the PA Uniform Construction Code.
As for coordinating with other agencies, that is not a problem. I am in a municipality of 9,000 people. I see most other agency directors daily in passing and the fire chief is only one door away.
