Are These Basement Steps Code Compliant?

My first reaction was "they installed the stringers upside down." Then I thought maybe they were trying to build a ships ladder, which I guess they could do, maybe? Handrail obviously would need to be fixed, and would depend on the applicable codes, etc...
 
My idiot brother-in-law did that once. He bought pre-cut stringers from Home Despot, then installed the stair with tall risers and short treads. He absolutely didn't believe me when I told him he had installed them in the wrong orientation.
