Areawell drains

We have several buildings that have area well on both the front and rear of buildings these vary in sixe but often serve as part of the required means of egress or are the area well for emergency rescue opening from bedrooms.

In the 2012 IPC, 1101.2 suggests these shall drain to storm sewers as to not burden municipal water treatment resources. As these typically utilize a drain at the bottom how do you comply with section 1104.3 that prohibits "Floor Drains" from being connected to a storm drain?

I'd consider it a storm drain, not a floor drain.
