I think this can be a code violation IF:

1) It is an egress window

2) It is counted towards natural ventilation

3) It was not properly planned for structurally

I saw that yesterday and just laughed. I bet they are reversed.

Hard to say what the thought process on just leaving them like that could have been.

Probably something like a dial tone, or static on an old TV.
