has the climate zone map for the USA always been 8 zones or was it 5 at some point in the past?

ashrae climate zones used to be 5 before changing to 8?

I believe the IECC had 18 zones at one time! As far as I know it has been 8 since 2006.

I see the 5 zones come up on a few sites, don't know if this is useful; http://www.eia.gov/consumption/commercial/census-maps.cfm

In 1941 there were no zones. The recommendation at that time was to use information from the closest recording weather station available.

Time to make new engineering connections between your supplier and the manufacturer- unless they are off shore. Even then there is still hope.
