Attic access hatch N1102.2.3

Hi,Would appreciate some clarification on N1102.2.3:"Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weatherstripped and insulated to a level equivalent to the insulation on the surrounding surfaces. Access shall be provided to all equipment which prevents damaging or compressing the insulation. A wood framed or equivalent baffle or retainer is required to be provided when loose fill insulation is installed, the purpose of which is to prevent the loose fill insulation from spilling into the living space when the attic access is opened and to provide a permanent means of maintaining the installed R-value of the loose fill insulation."Attached are 2 photos showing the access hatch to the attic and a triangular prism shaped cover made out of possibly left over ducting insulation.

If I understand what the code says, then:1) Isn't there suppose to be weather stripping on all sides of the hatch edges ?2) Isn't there suppose to be some sort of insulation baffle ?3) In NH, zone 5 requires an R-38 insulation. I don't think the make-shift cover looks R-38? Can anyone tell?View attachment 1878

I doesn't appear as though that's an attic worthy of stairs. Google "loose fill insulation" and you're bound to find an R value. R-38 batt insulation would be about a foot thick.

There needs to be a dam around the attic opening where the stairs are and R-38 over the stairs to the attic access. The dam can be made of plywood about 12" high like ICE said.

Another list of code violations for that attic. Not good. I can smell the smoke from the money flying out of the new owner's wallet
