Yes there are problems with some buildings but my impression is that the article makes generalizations that are not justified.

Yeah, bad article, it lays the blame on waterproofing but doesn't say where (wall, roof, decks), then blames settlement which is totally different, all through it blames new materials which are always a problem, particularly with waterproofing.

It would be interesting to see some expert reports telling us what the problems really are.
 
This is probably the only intelligent thing in the article. There was an area map in the article, looks like the affected buildings are in the same area, which could point to a subsurface issue.

Mr Almeida said height and space restrictions when it came to large-scale development had been loosened in the past few years, and that building was taking place en masse on water tables, which increased the risk of water damage and the prospect of more devastating structural damage.
