Backfill required to be gravel all the way up? or just around the footer

Montana adopted the International Residential Code (IRC) to be used by local jurisdictions. The state does not issue permits for residential homes in their jurisdictions. However the Montana courts have ruled the adopted IRC is the minimum (construction standard) that contractors should be using when building homes within the states jurisdiction. Maybe Ohio has had similar court rulings which would work in your favor. Seek legal advice
