Base board heat

Not sure if I'm posting in the right forum, but here goes.

IRC-2006: in a 600 sqft addition to an existing detached SFD, would base board heat be compliant as the primary heat source? Because of costs, owner cannot extend the existing radiator system. I skimmed thru the IRC but was unable to find an answer except that it be sized and installed per manufacturers specs. Is there anything in the 2009 energy code (edition in effect) that would address this?
 
I am guessing you mean electric BB?....Yes, it is allowable.....but most electric baseboard manufacturer's don't allow receptacles over their baseboard (FPN in NEC) so watch that on inspection...
