Basement wall penetration

Hi, I'm suspecting that something is not quite right here with regard to the way the sealing around the lawn irrigation pipe is done. As shown in the picture, it penetrates through the basement foundation wall and all that's done to seal the opening is hydraulic cement applied to the outside wall and then later to the inside wall (when it leaked this spring). I tried looking at the 2009 IRC but don't seem to find any code violations. Would the 2009 IPC 305.1 and 2009 IPC 305.5 be applicable here? Thanks.

If you are under the IRC, generally you can't jump to the IPC to find the violation (IRC is supposed to be a free standing code).
