Basic Question on UL Assemblies

This is a very basic question I haven't really thought about - when is a UL assembly actually needed? I always assumed only when there was a need for some fire rated assembly?

And in all other cases, i.e. a non-rated Type VB construction, we didn't need a UL assembly and could create wall types for our needs?

You have any fire rated stairs in that VB building?
