Actually, after looking at the image again, WTF were they doing? Looking at the openings in the foreground, and the background, the multiple levels on the ceiling joists, and their "supports" ......eeeek.

Actually, looking at it again -- that's fine. It's happened here more than a few times. The actual structural floor (or roof) joists are above. What you see supported by the 'board stretcher' looks like framing for a soffit.

The wall is supporting ceiling joist coming in from both sides. Although most likely less than 100 lb per foot and therefore not a bearing wall the problem is the length of the blocks. Short blocks tend to split in line with the nails when the wood dries out. At a minimum I want to see 4' scabs stitch nailed.
