BOP Residential Re-entry Centers - Occupancy Type

I have received a request for preliminary review of a Residential Re-enty Center for the Bureau of Prisons. The Facility's estimated requirements will include 100 beds for both male and female residents for the duration of a three to four month transition program. Jurisidictional building codes applicable to this project would include the 2006 IBC and the ANSI A117.1-2003.

I am looking at reviewing this as an "I-3" occupancy, but I am not sure as to which Condition I should classify this occupancy. Has anyone else had any experience with these types of facilities? Any other insight into special requirements for this occupancy would be greatly appreciated.

If there is no restraint or locking of the exit doors, it could be an R-1 / R-2. You need clarifiation of the program from the owner/operator regarding the level of security.
 
Thanks Coug. I agree, there is a great deal more that needs to be clarified. As of right now, I am trying to put together a worst case occupancy scenario, but I think I will just send a response asking more clarification on means of egress security and detention...as well as a full program.
 
308.1 Institutional Group I. Institutional Group I occupancy includes, among others, the use of a building or structure, or a portion thereof, in which people are cared for or live in a supervised environment, having physical limitations because of health or age are harbored for medical treatment or other care or treatment, or in which people are detained for penal or correctional purposes or in which the liberty of the occupants is restricted. Institutional occupancies shall be classified as Group I-1, I-2, I-3 or I-4.

308.2 Group I-1. This occupancy shall include buildings, structures or parts thereof housing more than 16 persons, on a 24-hour basis, who because of age, mental disability or other reasons, live in a supervised residential environment that provides personal care services. The occupants are capable of responding to an emergency situation without physical assistance from staff. This group shall include, but not be limited to, the following:

Alcohol and drug centers

Assisted living facilities

Congregate care facilities

Convalescent facilities

Group homes

Halfway houses

Residential board and care facilities

Social rehabilitation facilities

308.4 Group I-3. This occupancy shall include buildings and structures that are inhabited by more than five persons who are under restraint or security. An I-3 facility is occupied by persons who are generally incapable of self-preservation due to security measures not under the occupants' control. This group shall include, but not be limited to, the following:

Correctional centers

Detention centers

Jails

Prerelease centers

Prisons

Reformatories

Buildings of Group I-3 shall be classified as one of the occupancy conditions indicated in Sections 308.4.1 through 308.4.5 (see Section 408.1).

Definitely group I. I-1 hinges on 'personal care services', "PERSONAL CARE SERVICE. The care of residents who do not require chronic or convalescent medical or nursing care. Personal care involves responsibility for the safety of the resident while inside the building.". IF you consider counseling, etc as 'personal care', then I-1 could fit - a 'halfway house' or 'social rehabilitation facility'.

Under I-3, the 'security measures' typically restrict movement either within the premises or within limited spaces in the building. 'Prerelease center' seems the most likely fit. Likely a condition 1 or 2 (maybe a 3, but not likely), but as said previously, will require more information for a definitive call.

Best thing you could do. Had a "pre-release" center proposed for our town and upon further info it was nothing more than a R-2 as the occupants stayed a minimum 6 months and where not restrained from leaving the building anytime day or night. Never made it thru the zoning process
 
After further clarification:

I am looking at reviewing an I-3, Condition 1 (thx JBI), pre-release facility that can be constructed as an R-2 occupancy (thx coug dad & mtlogcabin). Egress is not restricted by locks, but doors are alarmed, and occupants are expected to sign in and sign out. A catering/vending kitchen, without stove, and a programming meeting room (aprox. 15 occupants) will also be provided.

Section 419 (2006 IBC) seems to address these occupancy types by referencing Section 708 for separation walls and Section 711 for horizontal separations. Does anyone else know if there are any other special sections that might be applicable that are not apparent or am I looking at straight up R-2 design/review?
 
The I-3 Condition 1 is exactly where it belongs - Whatever the feel good name is the requirement to reside there is enough for me to classify as I "Re- Entry ? Pre Release

If released and still under correctional supervision then The I-1 is also a possibility
