Breadboards OK per UFAS??

In California Title 24 (CBC 1134A exception), two 15" breadboards are allowed in lieu of a 30" wide repositionable countertop. However, I don't see this section in UFAS (Unifrom Federal Accessibility Standards, for federally funded projects). HUD is saying that the breadboards don't count, they still repositionable countertops.

Does anybody know if the CBC breadboard exception is considered to be in compliance with UFAS?
