Break Room Required?

I have a client with a medical facility here in Indiana. Their contractor is stating it is a law that break rooms are required for medical facilities. Indiana currently utilizes the 2001 Guidelines for Design and Construction of Hospital and Health Care Facilities by the AIA as part of their code requirements. I am not finding any data in there requiring a break room, or mandating specific requirements. I am assuming there are requirements, but if someone could point me in the correct direction, I would be greatly appreciative.
 
Some jurisdictions adopt the Facilities Guidelines Institute's (FGI's) Guidelines for Design and Construction. I do not know if the Guidelines specifically require break rooms or not, but you may want to see if that is also adopted, and, if so, obtain a copy. There may also be a requirement issued by local, county, or state health departments.
 
2010 FGI for hospitals: Different type of facilities have different requirements, and the 2010 is the most recent edition I have. But, it does look like it is possible that there is a requirement.

2.2-6.3 Support Areas for Staff and Volunteers
Lockers, lounges, toilets, etc. shall be provided for
employees and volunteers. These shall be in addition
to, and separate from, those required for medical staff
and the public.
 
My firm does a lot of small clinic design and there are projects where the egress occupant load would allow for two single hole toilets to meed the plumbing code. But to meet the FGI guidelines we end up with 6 single hole toilets.
 
Contractors tell me stuff is "required" by code a lot, but almost never have an actual code section. This tells me that they don't actually know if it required by code or not. When you drill down on it, all they really know is that someone told them it is required by code. Not if it is actually required or not.
