Lug not listed for the number of conductors or the mix of wire gauge.

No.
Oh Hell no! Seeing that would cause everything they do to be inspected twice and then a third time. The person that did that would be banned from any further electrical work.
No, temporary does not allow the lug to be overfilled, nor does the manufacture of that lug.
Art. 590 does not apply, IMO
