CA Pool Lift with edge protection?

Had a proposal for a non-traditional pool lift.....project in California.

To describe the what's happening, the accessible entry into the spa is through the use of a transfer wall. To get to the transfer wall the client is proposing a lift that would lower the user to a height appropriate for the use of the transfer wall. When not used the lift would be up, flush with the surrounding deck surface. (This is in the attempt to minimize as much as possible the appearance of the lift and accessible entry to the pool.)

I suppose my question is what needs to be provided? Do they need to provide edge protection on the surrounding deck, a railing around the lift (or some sort of enclosure)?

the lift proposed would be one that is just the floor plate and hydraulics underneath in order to move the floor plate up and down.
 
While trying to figure out how to use this device, without assistance, could the chair user roll into the pool?
If yes, you might need edge protection.
In 38 years,I have never seen this device. So I will reserve final comments until there is more information.

The situation resolved itself, since a transfer wall is not an approved accessible entrance into a pool/spa in San Francisco. I suppose they could fight it, but they would still need to get a variance for this idea even to be considered.
