California - Reach range at ATM ?

Have a bank client that just installed a new ATM at a branch. The ATM has a slot where your receipt is dispensed. This slot is located at +48.5" AFF. That would place the slot 1/2" above the 48" maximum reach range. Client is contemplating raising the area in front of the ATM by 1/2". This can be accomplished, but in reality any receipt that is dispensed hangs down below the slot and is within the 48" reach range. Would you find that to be acceptable and compliant with the intent of the code or would you require the actual slot to be at +48" max.?
 
Are you considering the receipt slot to be an "operable part" required to comply with 11B-309? Not agreeing or disagreeing, just trying to understand. If so, what's the actual operable part? There isn't a button, switch, lever, or any of the things I would normally consider operable. The receipt itself? Sure, okay, the that would be within the reach range of 48", but what about:

11.8-309.4 Operation. Operable parts shall be operable with
one hand and shall not require tight grasping, pinching or
twisting of the wrist. The force required to activate operable
parts shall be 5 pounds (22.2 N) maximum.

Also I'd point out that 11B-707.5.2 covers receits specifically, and there's no mention of 309 there:

11 B-707 .5.2 Receipts. Where receipts are provided,
speech output devices shall provide audible balance
inquiry information, error messages and all other information
on the printed receipt necessary to complete or verify
the transaction.
Exceptions:
1. Machine location, date and time of transaction,
customer account number, and the machine identifier
shall not be required to be audible.
2. Information on printed receipts that duplicates
information available on-screen shall not be
required to be presented in the form of an audible
receipt.
3. Printed copies of bank statements and checks
shall not be required to be audible.

It seems like the intent is that the required information be available in such a way that doesn't require grasping a receipt.
 

Operable Part

A component of an element used to insert or withdraw objects, or to activate, deactivate or adjust the element.

11B-205.1 General

Operable parts on accessible elements, accessible routes, and in accessible rooms and spaces shall comply with Section 11B-309.

The way I read this, the built-in element, the receipt slot, is what needs to be at 48" max a.f.f.

How would you "withdraw" a receipt without pinching it?

I'd imagine the same way you'd use a paper towel dispenser in a bathroom. Most ATMs cut the receipt so they can easily be pulled out. A light grasp should be sufficient to pull a receipt out.
