Providing four small call rooms in an office space in MN. They will be open for use by any of the employees. Do any/all of these need to be "accessible," and what does this entail? Would I be required to provide a turning radius inside?

Turning radius requirements only apply within sections specifically indicating when they apply, as is the case with clear floor space. A good example is Section 603.2.1 in the MAC, which indicates:

"603.2.1 Turning Space - A turning space complying with Section 304 shall be provided within the room. The required turning space shall not be provided within a toilet compartment."

Rooms, again unless specifically indicated otherwise, are not required to be accessible but there should be an accessible route to them.

ADASAD "203.9 Employee Work Areas. Spaces and elements within employee work areas shall only be required to comply with 206.2.8, 207.1, and 215.3 and shall be designed and constructed so that individuals with disabilities can approach, enter, and exit the employee work area."
206.2.8 doesn't apply within the call rooms since it is for common use circulation paths within employee work areas.
207.1 requires means of egress to comply with the IBC.
215.3 requires visible alarms be able to be integrated into the alarm system.

If these call rooms serve a similar function to public telephones it would be reasonable to make one room accessible.

That exception doesn't eliminate making entry into the room itself accessible. Accessible ingress is always required. This exception is based on the premise that, within an individual's work area, any accessibility requirements will be addressed on a case-by-case basis and in response to the specific needs of the particular employee. But the question explicitly stated

They will be open for use by any of the employees

If these call rooms are open for use by any employee at any time, then specific accessibility accommodations to suit a particular employee aren't feasible. That's why my response above said

... since they are not work areas assigned to specific people, accessibility can't be provided by specific accommodations for the specific workers. Therefore, they all need to be accessible.
