CBC why are adaptable kitchens bigger than accessible kitchens

For a public housing complex that has both accessible and adaptable units, all with pass-through kitchens:

The mobility accessible pass-thru kitchens only need min 40" clear width per 11B-804.2.1:

But this pass-thru provision doesn't exist for adaptable (non-accessible) kitchens in 11B-809.9.2:

Why is it that accessible kitchens can actually be smaller than adaptable kitchens?
 
I don't work on these sorts of projects, so grain of salt, but are you sure 11B-804 applies here? In Division II, 11B-804 seems to only be scoped in 11B-224.7.1 (Transient Lodging Guest Rooms, Housing at a Place of Education and Social Service Center Establishments).

If not that, then I'm guessing that 11B-233 is applicable, but I don't see 11B-804 mentioned in that section.

It's a bit convoluted, but works something like this - -

Mobility accessible units in public housing:
  • 11B-233.3.1.1 requires at least 5% of the units to have the features of 11B-809.2, 11B-809.3, and 11B- 809.4
  • 11B-809.3 requires that when kitchens are provided, they must comply with 11B-804.

Adaptable units in public housing:
Older versions of the code used to refer you to 11A for the other 95% of units. The state decided that was too confusing, so they duplicated the language of 11A and stuck it into new portions of 11B as follows:
  • 11B-233. 3.1.2 contains all the scoping requirements for adaptable units in public housing, and it refers you to new sections 11B-809.6 through 11B-809.12 for the technical requirements.
  • 11B-809.9 has all the requirements for adaptable kitchens in dwelling units.

In conclusion: mobility accessible dwelling unit kitchen features are in 11B-804, and adaptable dwelling unit kitchen features are found in 11B-809.9

To answer your original question, I have no idea the actual logic behind it. It seems like a legislative gap - 40" passthrough comes form ADAS, while the 48" minimum comes from the state. Maybe to make adaptability easier or allow for different types of adaptations?
 
40" pass-thru also exists in FHADM pages 7.7-78.:

The 2001 CBC 1112A.2 had a 30" clearance, with an exception requiring 60" only at U-shaped kitchens.
By the time the 2007 CBC had come around, 1133A.2.1.3 had codified it into 48" min width for "all other kitchens" regardless of whether it was pass-thru or not.
