Change of occupancy vs. change of occupancy classification

I have a bank being changed to dentist.
Classification of work is Change of Occupancy because the definition (section 202) include change of use, or change in purpose.
Chapter 10: Change of Occupancy, applies. User note for chapter 10 clarifies that there is a distinction between change of occupancy and change in occupancy classification.
Does section 1011 apply?
I would say no because bank to dentist is not:
1. a change in occupancy classification within a group (B occupancy doesn't have different groups like B-1, B-2, etc.)
2. a change of occupancy classification from one group to another group (bank is B, dentist is B)
3. a change of occupancy where there is a different fire protection system threshold requirement in chapter 9. There is nothing specific to banks or dentists, right?
 
To clarify, in the definition in 202, item #3 covers more code issues than just fire protection:
“Any change in use within a group for which there is a change in application of the requirements of this code.”

That said, I can’t think of any issues under item #3 that change the application of the code.
There’s probably some corny joke about the bank/dental office conversion being convenient for the tooth fairy.

I believe you are correct even though the wording sucks:

1001.2.1​

Any work undertaken in connection with a change in use that does not involve a change of occupancy classification or a change to another group within an occupancy classification shall conform to the applicable requirements for the work as classified in Chapter 6 and to the requirements of Sections 1002 through 1010.

Now I have to look and see if that got cleaned up in 2024....

That matters if it drives sprinklers and then we are full circle-ish:

[F] 903.2.2​

An automatic sprinkler system shall be installed throughout the entire floor containing an ambulatory care facility where either of the following conditions exist at any time:

  1. 1.Four or more care recipients are incapable of self-preservation.
  2. 2.One or more care recipients that are incapable of self-preservation are located at other than the level of exit discharge serving such a facility.
In buildings where ambulatory care is provided on levels other than the level of exit discharge, an automatic sprinkler system shall be installed throughout the entire floor as well as all floors below where such care is provided, and all floors between the level of ambulatory care and the nearest level of exit discharge, the level of exit discharge, and all floors below the level of exit discharge.

Exception: Floors classified as an open parking garage are not required to be sprinklered.
