Change of Use?

From what I read for local cities codes... building a place for disabled or mentally handicapped people (multiple unit housing) like a group home has slightly different zoning requirements than a single family home. But I don't know if it is different from an apartment. I am seeing lots of apartment complexes renting out a block of apartments as "sober living homes" and " halfway house". Halfway house is parolees transitioning from prison. There is no change in occupancy requirements because it is multi unit residential zoned. If BUILDING a multi person facility there are additional requirements, some groups require generator to provide 24hour power in case of an outage.
The zoning ordinances for the city this property is located in allows for such a facility in most residential zones. The question is more related to building code requirements rather than zoning requirements. Even if the space can legally be used for such a use, I worry (I know for a fact) they won't be going to the city to get a building permit if one is needed.

Just trying to make sure everything is done correctly so this doesn't come back to bite the owner or their patients or tenant later.
