metalwork is too new to be from the 1960s
If that stair is 50 years old I'll retire tomorrow! The stucco and fixtures have been updated also. The owner will be held liable too in Merica and both parents and building owner who rents to families will share in this event.......... that's how it will pan out.
 
Just eyeballing it the spacing looks closer to 6" than 4". I'm not sure that the railings don't look 42" high either.
