Clearance required in front of standard toilet stalls

I have a bank of toilet stalls. 5 standard stalls and 1 HC stall. On the opposite wall, of the stall doors, I have a counter with 4 lavatories. Per ANSI 604.9, you need a min. clearance of 42" for an aisle in front of the HC stall or Ambulatory compartment doors. Does this 42" aisle need to continue in front of the standard toilet stalls as well? So I need a min. of 42" between the toilet stalls and sink counter?

If access to the wheelchair accessible and ambulatory accessible compartments requires passage by the standard compartments, then yes, you need to provide the clear width between the lavatories and the standard compartments.
