Have your jurisdictions come across commercial kitchen appliance vendors claiming that their "green" products do not require Type 1 or 2 hoods? There is a winery/restaurant being built with the owner claiming that a hood system of any type will not be necessary with the type of apliances that are being used. The spec's show a induction heat table top oven/toaster that conforms to ventilation requirements of EPA202 per NFPA 96 and a "small appliance ventilation system" that also meets this requirement.

I'm trying to pin down the menu to eliminate any actual "fried" foods.
 
If you are under the 2009 IMC, light duty appliances do not require a hood if they are electric (not gas) and produce no grease laden vapors, but additional general ventilation is required and the heat loads need to be figured in the hvac load of the building. It sounds like these might be light duty, but I would absolutely require a menu/cooking procedures before approval without a hood
