Commissioning plan for outdoor nursery (LA County)

Does anyone know what is involved to submit a commissioning report of an outdoor nursery?

Basically, conc slab, wrought iron fence at perimeter, new outdoor lighting, hose bib and area drains.
 
Commissioning ensures that the new building operates initially as the owner intended and that building staff are prepared to operate and maintain its systems and equipment.

Commissioning in California is required by the CA Energy Standards and CalGreen to ensure the building funtions and the mantanance personel know how to operate the system.

In your case it would be the lighting, lighting controls, how to clean the drains, irrigation and irrigation controls
