Converting historical house to an office-2006 IBC Chapter 34

2006 IBC Chapter 34 is applicable

Existing historical house located 2”-4” from property line. Type V-B and no sprinkler system being converted to an office building.

How would you address the distance to property line? will you require one-hour fire resistance rating for exterior wall if less and 10 feet to property line, Section 704 regulate projections, parapets, Section 704.5 require if fire separation is less than 5 feet the wall to be rated for exposure to fire from both sides and Table 704.8 will prohibit openings if less than 5 feet from property line, currently existing two windows.
 
The IEBC would possibly allow more flexibility than Ch. 34 if available......But a change of use drives huge upgrades to accessibility and energy codes as well as structural and life safety. Not sure if there is a way around the fire ratings...
 
2012 IEBC
1012.6.2 Exterior wall rating for change of occupancy classification to an equal or lesser hazard category.
When a change of occupancy classification is made to an equal or lesser hazard category as shown in Table 1012.6, existing exterior walls, including openings, shall be accepted.

A, B, E, I, R are all in the same classification
adding new openings or enlarging existing openings would not be permitted
 
The windows are existing bedroom windows which will change to office window.

Agree that Chapter 10 of the 2015 IEBC would allow the existing openings to remain as is, would need to check prior editions and the appropriate chapter (either 9 or 8 depending on year edition of IEBC).
 
2006 IEBC
912.6.2 Exterior wall rating for change of occupancy classification to an equal or lesser hazard category.
When a change of occupancy classification is made to an equal or lesser hazard category as shown in Table 912.6, existing exterior walls, including openings, shall be accepted.
 
2006 IBC does not have the alternative compliance section. However I think you could use 104.11 and reference the 2009/2012 IEBC as your alternate design

3401.5 Alternative compliance.
Work performed in accordance with the International Existing Building Code shall be deemed to comply with the provisions of this chapter.
 
We are currently using 2006 IBC and have not adopted IEBC. I discussed with applicant the option of submitting a written request to utilize 2015 IEBC as an alternate method of compliance.

Did you look at chapter 34 in 2006
 
Section 3407
Historic Buildings
3407.1 Historic buildings. The provisions of this code relating
to the construction, repair, alteration, addition, restoration and
movement of structures, and change of occupancy shall not be
mandatory for historic buildings where such buildings are
judged by the building official to not constitute a distinct life
safety hazard.
 
Thanks Builder Bob. I am currently dealing with a historic building for the first time, but only with the HVAC. Someone else is handling the IBC portion.
 
So, is it on the National Register or is it "only" old?
Also, what is on the other side of the property line, is it clear to a street or up against another building?
 
In the definition of historic buildings

HISTORIC BUILDINGS. Buildings that are listed in or eligible for listing in the National Register of Historic Places, or designated as historic under an appropriate state or local law (see Sections 3409 and 3411.9).
