Crisis Center: Accessible Bathtub & Suicide Prevention

I have a project classified as R4 (Condition 2) under 2018 IBC. The facility will function as a crisis center for a wide array of individuals and circumstances (for example displaced families, runaway/battered children, etc.). One of the three bathrooms is required to be fully accessible and includes a tub. Section 607.6 of A117.1 (2009) requires a Hand Shower which our client has indicated will be a suicide risk (along with the grab bars). In speaking with the building department, it is their interpretation that the grab bars and hand shower will be required.

I've searched for fixture products for suicide or prevention. The only products I've come across so far that include hand showers have disclaimers that they only be used with supervision.

Wondering if anyone has experience in this realm and found an acceptable solution.

Here in California, ADAS 11B-608.6 was changed with an exception to omit the hand-held under conditions of potential vandalism - - and consider that suicide via handheld shower is a type of vandalism (abuse of the equipment):

Are you specifically asking about ligature resistant design? Or something else?
