Where does Ontario building code (or National building code) say about shingle roof of a house in relation to the slope factor (Cs) of snow loading? Does a material of roof (shingle, metal, etc.) affect the slope factor of snow loading? Where are the clauses in the code?

For any Part 9 building, snow loading is calculated by the equation in 9.4.2.2. In the OBC, that is the only snow loading for Part 9. In the NBC, drifting for different roof levels has been added in the 2020 version.

Accounting for slope and materials may be taken into account in Part 4, however; I find it unlikely an engineer would adjust the loading based on roofing materials as these can change throughout the lifespan of the building. They would likely base their design on the worst case scenario.
