Most likely deceptive, maybe to the point they lose and pay up. But, I have trouble understanding how anyone buys a home and doesn't find out what the property tax and insurance will be for themselves. May be somewhat a case of ignorance is bliss or willful suspension disbelief on the part of some buyers.

I just bought a house. I looked up the taxes on the county website. I called an insurance agent to get a quote on insurance. If I had a loan I would have added those figures to the principle and interest payment and thrown a flag if some lender was tying to blow smoke up my keister. I guess some don't do that kind of homework....on what is likely the single largest purchase in their life. But I also never accept the good faith part of a good faith estimate of closing costs.
 
Seems like the true cost would be revealed at closing. But if Horton controlled the title company and the closing attorney, i can easily see deception.
