Should be able to, except the corners.

It is not prohibited in the IRC. But check with your building official first, as the code official may have restrictions and helpful suggestions.

Just make sure the handrail will be able to hold a 200 pound live load.
Do you happen to have a tool for this?

Negative.
Practical problem is … more than one deck rail would be destroyed while verifying compliance. Property owner would be … rightfully … upset.

Lateral strength of 4x4 is 4,000 lbs.
The scientific work has already been done.

That 4000lb 4x4 is only as good as the lumber it’s attached too.
Unless it’s been notched. Or fastened to the structure with a couple of gun nails.

American wood council says "do not notch posts"

usually someone want to notch a post for a guard so they can attach it to the outside frame face board only, which I would not approve because you can push this board off by leaning on the guards easily. Post should be attached to joists and/or beam.
