Defining Fire Area

Given an existing church that has 6431 SF on the first floor with a basement area of 5312 SF, would the fire area be defined by the first floor footprint or as an aggregate of both levels bombine for 11743 SF of fire area?
 
[F] FIRE AREA. The aggregate floor area enclosed and bounded by fire walls, fire barriers , exterior walls or horizontal assemblies of a building. Areas of the building not provided with surrounding walls shall be included in the fire area if such areas are included within the horizontal projection of the roof or floor next above.

Both levels
 
Agree with mtlogcabin. If there is no horizontal assembly between the floors, then both floors are one fire area.
