Delayed Egress - Child Day Care Facility

I have a request to use delayed egress systems on the exit discharge doors in a child day care facility for security reasons. Section 1008.1.8.6 of the 2006 IBC for delayed egress locks, permits their installation in all buildings equipped with an automatic sprinkler system or smoke and heat detection system, except group A, E, and H occupancies. The building I am reviewing is a non-sprinklered, Group E building.

If the RDP re-classifies the occupancy as an I-4 and installs the automatic sprinkler system, would they then be allowed to use delayed egress locks?

Is an I-4 occupancy that much different than an E occupancy when discussing a child day care use?

Seems like you would be correct build to an I-4 to include sprinklers and looks like you can do delayed device

Seems cheaper to put door buzzers on the doors and have an attentive staff

What are the ages of the children? If more than 5 are older than 2-1/2 years, then that portion of the building with the older children has to be classified as a Group E.

Thanks Coug. I am have suggested that the RDP review other locally adopted life safety codes in preparation of an alternative design.

and why can't the enitre facility be built to I-4??? that way the little bugers can be anywhere in the building???????????

from 101 on day cares, does seem to allow delayed, if I read correctly. Just have to convince ahj

16.2.2.2.2 Panic Hardware or Fire Exit Hardware. Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7.

16.2.2.2.3 Special Locking Arrangements. Special locking arrangements complying with 7.2.1.6 shall be permitted.

I do believe that of there are less than 100 kids (2.5 years or less )and all children are on level of exit discharge, it's still an e.

Looking at the IBC commentary, "facilities that have more than 5 children 2-1/2 years of age or less are classified as child care facilities and considered to be Group I-4 (see section 308.5.2). There is an exception to allow E... which requires each child care room to have an exit door directly to the exterior.

Thank you for your input. It is quite helpful. I am currently reviewing the project as I-4 occupancy (over 100 occupants), which would permit delayed egress locks, and require the fire area to be sprinklered. I expect the designer to make some modifications and request an alternative design (i.e., per the Life Safety Code 2001) for less than 100 occupants as a group E occupancy. Will post again if anything changes.
