Detectable Warnings

Is it in a parking lot? Maybe, what is the speed of the traffic?

Perpendicular parking in a street or high traffic area... Yes/maybe....

Speed helps define a "hazardous vehicular way".

the code/ADASAD requires DW at hazardous vehicular ways....
 
I was told at a recent seminar for Casp studiers that "hazardous" should be ignored in that section because it creates a grey area in enforcement. He insisted that a car backing out of a parking space can be considered hazardous and domes required. Do you make judgement calls for these situations? Slippery slope for sure.
