Disconnect for a jail

I have not seen actual plans for a jail facility addition as of yet. I have been asked, and was at a loss, if for a jail not to have an exterior electrical disconnect. I can see where this could be an issue, but also if the generators kick in, it defeats the purpose. Then again inmates are not exactly the brightest group. I have been searching the internet and making calls to the state, so far the question has not been answered. Hoping some one in here may have some experience on jails. Thanks!

Are you asking if an "Exterior" disconnect is required,
or are you asking if a disconnect is required in general ?

An electrical disconnect IS required, but it can be
located on the "Interior" at a point closest to where

the Service Entry conductors enter.

Which electrical code & edition are you using ?
