Do I Need a Permit for a Dimensional Shift in the Crawlspace?

So I was under the house yesterday doing routine echolocation mapping when I noticed the crawlspace felt emotionally narrower than usual. I checked my level, my compass, and yelled at the dirt like I normally do, but then a raccoon in a hard hat handed me a Stop Work Order written in chalk on a Slim Jim wrapper.

I’m pretty sure the vapor barrier is now self-aware, and one of the CMUs keeps humming the Inspector Gadget theme whenever I get within 3 feet. Also, there's a light breeze coming from nowhere and it smells faintly of Schedule 40.

My question is: if the crawlspace has experienced a non-linear temporal shift but no change in load path or egress, do I still need to submit revised plans to zoning, or just call in for a framing inspection?
