Do I need a storm shelter?

Im wrapping up a fitup for a charter school thats occupying approximately 7,200 s.f. in an existing single story 24,000 s.f. strip mall.
I was just made aware this morning that E occupancies require a storm shelter so now im wondering do I need to provide a
storm shelter or is there a exception?

I don't believe you do but I do not have access to ICC 500

423.4 Group E occupancies.
In areas where the shelter design wind speed for tornados is 250 mph in accordance with Figure 304.2(1) of ICC 500, all Group E occupancies with an occupant load of 50 or more shall have a storm shelter constructed in accordance with ICC 500.

250 MPH is just 10 MPH short of an EF 5. The majority of your tornados have been EF 0-1 or 2 with a few EF 4
