Do you really need a tape measure?

Yes, it's kinda like a taser, it makes you look official!

Is that a ramp up to the stairs?

Handrail doesn't work at the top right, window issue, get you're tape out!
 
Depends on the use. If this is a Single Family Residence then there's no accessibility issues, and no handrails required:

Maybe use a tape measure to determine if there's a tripping hazard on the pavers, if this is an exit discharge path:

Public use? Handrail extensions are for sure noncompliant for ADA Standards, no need for tape measure.

Thoughts?
Tough to tell but maybe the horizontal extensions are a little too short?

Are the handrails the same height over the stairs? They sure extend a far distance beyond the bottom landing. I’m guessing maybe the handrails are at a different (lower) slope then the line connecting the nosings. That wrap around the pilaster on the left is unnecessary, the lower extension doesn’t need to go that far beyond the stairs.

Support brackets are non-compliant, only vertical attachments are allowed on the bottom side of the handrail for a distance of 1.5”, then they can turn to the wall (A117.1 505.6 Exception 1b,) the bracket they use begins to angle at the point of attachment.

I bet that will pinch a finger or two
I noticed that, too, that’ll hurt.

Unrelated to code, if I was the building owner I would have told them to take the handrails down before painting. It’s bad enough they got sloppy on the left handrail, but then to not clean up is even worse.
