Always used the provision in our local Zoning Law that exempted grade level improvements from setbacks etc. Usually language along the lines of '...less than 12" above surrounding grade...'. That was the Zoning language that allows a patio to go up to the property line.

Most often the 'docks' are very close to water level, and in most cases the property line was the high water mark. A lot easier than trying wade through mountains of Federal and State agency regs.

A 'public' lake, or commercial 'dock' might throw a wrench in the works, but for John Q Public when the Homeowners Association owns the lake...

This will vary by state and who owns the lake

In Virginia it will also vary by if the pond is on a farm or not and by locality.

Typically--

Farm pond-- exempt from code--no permits needed (unless licensed as a restaraunt).

Pond on single private property-- building permit and possibly plan of development

Common area --building permit plan of development and HOA approval

Navagable water--above plus various agencies like corps of engineers.

Lake Anna--above plus VA Power approval

etc.
