Does anyone have problems with iPad / iOS formatting functionality on the forum?

For about a year or more now, my iPad has only been able to type and copy/paste text on forum posts. All the usual formatting buttons and tools are grayed out. I can’t upload pictures, insert links or social media, do the bold/underline/italic, etc. For those functions, I have to use my Windows-based PC.
My iPad software is up-to-date. I usually access on my iPad via the Safari browser.
1. Does anyone else have this problem, and if so, what was the fix?
2. What is the name of the underlying forum system, so I can search on my own for a fix?
