Does California require plan check / permit for cabinet remodels?

CBC 11A and 11B have standards for accessible cabinets and kitchen storage, which would imply a plan check for compliance.

However, CBC 105.2.7 says that cabinets are exempt from permit (and therefore also must be exempt from plan check).

I'm having a hard time understanding the matrix adoption table, where it says "105.2 Building: 1-13". does that mean that all of 105.2 exemptions 1-13 is administered by HCD, but only as it applies to "buildings"?

Basically, my question is: if I have an existing apartment project in California where the only work is replacing old kitchen cabinets and countertops, is there anything in the CBC that requires me to pull a permit or do plan check?
 
There would be a replacement of the kitchen and (low-flow) faucet, in the same location so rough plumbing would not change. (They would probably also change out toilets to low-flow.)

Mark, in that scenario, would you simply issue an over-the-counter permit for the plumbing work, or would you require plans?

FYI - The issue for my client is that they want to do the work on an as-needed / as-available basis when there is a change in tenant and when funds are available. They don't want to be tied to doing a plan check and permit for the whole facility, when a plan check / permit expiration date will compel them to fund the work in one period.
