Does existing non-accessible 2nd floor need ADA compliant breakroom?

Does an existing building need to modify existing non compliant break room on the non-accessible second floor if like and kind accommodations are on the accessible ground floor?
 
2nd floor is accessible by stairs, yes? if so then any sinks in the breakroom and RRs (if any) must be compliant, same with manuvering space and reach ranges.

Depends....

Should those facilities be accessible, yes. Does the code require that they be upgraded to conform, perhaps.

If the IEBC is adopted, it depends on what work is being done during the project and where that work occurs. Check out IEBC Section 305.
