Does stair to mechanical room still need a landing?

I have a second floor mechanical space. the floor to floor height is 14'-8".
does the access stair need a landing because the vertical rise is greater than 12' per IBC 1011.8?
my interpretation is yes but a coworker thinks it doesn't because the stair is not serving an occupied space per IBC 1011.1
the mechanical room is approx. 2000 sf. the space is required to have 2 exits and the second exit is a ladder to the roof (IBC 1006.2.2.2)

This says it all, Yes for the landing, its 2,000 sqft with equipment in it, not 150 sqft with just one pc of equipment.

The simple fact its required to have 2 moes says it all....
 
2,000 S.F. of anything (including a space for mechanical equipment) should require all of the normal safety provisions. That is a big space. Hmmm.
