Door closer

Are you asking if a closer is required .......or what are the requirements if one is installed?
 
There is no requirement to install one.
Perhaps a slightly different way to say it is there is no requirement for a single-occupancy bathroom to have a closer just because it is a bathroom.
You may still have a closer for other reasons - - for example, if also happens to be a fire-rated door that opens into a rated corridor.

In a restroom that has separate toilet compartments, CBC 11B-604.8.1.2 requires the accessible toilet compartments to have self-closing doors.
But (a) that code section is only for accessible toilet compartments, not for toilet rooms; and (b) it requires the door to be self-closing, but it does not require a "closer" in order to make it self-closing (alternatives include gravity hinges, spring hinges, etc.).
