Door obstructed by another door

Renovations to an existing medical suite.

A proposed door, separating the waiting area from a hallway leading to exam rooms, when opened will fully block the door to a toilet room. Is this permitted? My mind says no. Do I use 1005.7.1 Doors. Doors, when fully opened, shall not reduce the required width by more than 7 inches. Doors in any position shall not reduce the required width by more than one-half. to reject the layout?

egress consists of three separate and distinct parts: the exit
access, the exit and the exit discharge.

Tough to do what you have to do if you can't occupy the bathroom....

Occupied? Yes, IMO.

Occupiable Space? No.

Occupiable Space. A room or enclosed space designed for human occupancy in which individuals congregate for amusement, educational or similar purposes or in which occupants are engaged at labor, and which is equipped with means of egress and light and ventilation facilities meeting the requirement of this code.

: capable of being occupied or fit for occupancy. an occupiable room

So this means it's capable of being occupied but it's not occupied even when someone is occupying it?

So why isn't the use of the space a "primary" function, given its intended use (smiling)?
I get it;
If temporarily occupied it must be egressable, if you can get in you have to be able to get out without others in the corridor being blocked.
