That's great.

In our jurisdiction, if they built it under the "owner-builder" ordinance, they would only need to comply with the energy code, install some smoke alarms, and put up handrails on any stairs. So, it looks like they are close to compliance, by our OB standards.
 
It is under construction. I suspect the finished product will comply.

Maybe it is not a structure governed by the code. It could be a pile of stuff. Nails keep the stuff from shifting.

Being on the east side of Kansas & Nebraska and just south of Iowa, are you sure someone built it and a wind storm just didn't drop it in place on the way through, has that sorta twister feel to it? ;)
