Downspouts into Footer Drain

I Don't allow it, The purpose of a flooting drain is the drain water from the footing and that is its only purpose. Downspout leaders are part of storm drange, a separate system.

I tell this story, you're a fly fishing standing in your favorite stream with your hip waiters on keeping your feet dry and then you inverted a funnel over your head and run the hose down into your boots , they usually get the picture.
 
IRC Section R405 tells us how to install footing drains, and the Commentary explains what their purpose is. Section R405 doesn't say whether or not roof downspouts can be connected into the footing drainage system.

Storm drainage is addressed in Chapter 33. Section P3302.1 likewise doesn't state whether the storm drainage and footing drainage systems can be combined, but the Commentary to Section P3302.1 pretty much implies that it's okay.

I think combing them is a dumb idea, but I don't think it's prohibited by the code.
 
I ask them if it wouldn't be more efficient to run the downspouts directly into the basement. I mean, they are trying to get that water into the basement right?
 
While I don't fully agree with it as a downstream connection with backwater or check should be allowed...
