Drinking Fountains in Small CA office building

CPC Table 422.1 requires drinking fountains for any size B occupancy. CPC Table 4-3 does not require drinking fountains in an office building.

Which governs ?
 
How big is the "Small CA Office"?
2019 CPC 415.2 Drinking Fountain Alternatives
"... Drinking fountains shall not be required for an occupant load of 30 or less."


CONFLICTS BETWEEN CODES
Whenever there is a conflict between codes or different provisions of the same code, the most restrictive provision shall be applied.
