Regards R602.10.7 this is another example of the IRC being poorly written. The IBC has provisions that would clearly address this concern. The IBC allows the design to be justified based on an engineering design and is not dependent on prescriptive provisions.

On its own all that requiring an engineers stamp does is require that somebody be involved who supposedly either knows how to treat the problem or knows his/her limitations.
