Dwelling grab bar elevation

I'm going to install two grab bars in my aging father in-laws shower. I'm assuming there are no codes that would apply here, just put them where it is comfortable for him, correct?

Also one is one an interior wall, so I will be opening the hall side of the wall to install backing. Again I'm assuming that are no code requirements for type of backing. Sound right?

While we're here... I've let in a 2x6 "ledger" as blocking around baths, CL at 36" several times. This is slightly deeper than a code notch in a 2x6 wall, I've also seen this as a floor ledger in other's work. For blocking it is much stronger for backup and still leaves more "meat" than a 2x4 wall, as a ledger it provides better bearing than a 1x. How do you all view those type notches.
